M. Jones Survey Abstract <br />482" (complete meet and bounds desc ription <br />attached, see Exhibit A). Located at 9900 Block <br />West Fairmont Parkway (See Exhibit B). <br /> <br />Requested By: Fairmont Park Joint Venture & Mr. J. P. Jackson <br /> <br />Zoning: R-3, High Density Residential <br />Background: <br /> <br />,This request is being filed in conjunction with rezoning <br />reque~t #88-003. The tracts in question are located adjacent to <br />Mr. Jackson's existing boat/RV storage facility. He is proposing <br />the same use for these tracts, with the new facility to be <br />developed in three (3) phases. <br /> <br />City Council, during their public hearing and regular meeting <br />of August 10, 1987 determined boat/RV storage to be an acceptable <br />Neighborhood Commercial (N.C.) with a Special Conditional Use <br />permit. <br /> <br />On September 6, 1988, Mr. Ca rl Fe rguson , Pres ident of the <br />HomeOwners Association,,. forwarded to the City Secretary, a <br />petition in opposition to the Special Cond i tionalUse Request. <br />Staff is reviewing the petition to determine if it contains <br />sufficient signatures to require a 3/4 vote of the City Council to <br />approve of the request as stipulated in Section 11-507.7 of our <br />Zoning Ordinance. <br /> <br />Recommendation: <br /> <br />The Planning & Zoning Commission recommends the granting of <br />thisSpeci.1 Conditional Use Permit subject to the following <br />condit'ions: <br /> <br />1. The facility be screened in accordance with the <br />requirements of Section 6-600 A as specified in <br />the analysis section of this report. <br />2. The landscape buffer developed to separate this <br />facility from adjacent properties shall consist of <br />shrubbery a minimum of four feet (4') tall after <br />planting and be spaced so to create a solid wall <br />of landscape. <br />3. Limit the Special Conditional Use permit to the <br />parking of' recreational vehicles and boats only. <br />4. The landscape buffer shall not be placed on any <br />easement. <br />5. Loud Speakers shall not be used on premises. <br />
