<br />e <br /> <br />e <br /> <br />Preliminary Zoning <br />Page 16 <br /> <br />Bayside Terr'ace is a stable, viable single family neighborhood. <br />It shows every indication of remaining as such for the forseeable <br />future. Although there are neighborhood problems to be addressed, as <br />noted in the street and thoroughfare sect ion of th is report, the <br />subdivision itself should be protected and preserved. R-1 zoning with <br />underlying Low Density land use is the appropriate means for <br />accomplishing this end. <br />Al though the Bay Oaks Subd i v ision is subject to many of the <br />problems found in Pine Bluff, it is felt that R-1 zoning with <br />underlying Lo~ Density land use is the most appropriate designation to <br />be applied here. This opinion is held for the following reasons. <br />1. Bay Oaks is a deed restricted neighborhood and the <br />subdivision civic association is working to bring the <br />neighborhood back into compliance with subdivision covenants. <br />2. The subdivision is confined to a relatively narrow tract of <br />land and is sandwiched between Bayside Terrace which is <br />proposed to rema in as R-1 and the City of Shoreac res wh i ch <br />also has zoned its adjacent property for single family <br />dwellings. <br />After weighing these considerations, it is felt that R-1 zoning <br />with underlying Low Density land use will best serve to maintain the <br />character of the area and will still provide the tools necessary for <br />an upgrading of this neighborhood's quality. <br />A small Neighborhood Commercial (N.C.) zone with an underlying <br />commercial land use designation is proposed for the area located <br />between the southern boundary of Bayside Terrace and Bay Oaks Drive. <br />
