This area is to be developed <br />as a private landscaped park facility which will be for use by <br />the applicants' employees. <br />The final consideration is one of need. The Comprehensive <br />Plan has endeavored to establish ratios of commercial and <br />industrial to residential property. There are currently large <br />tracts of undeveloped B.I. and L.I. property located within the <br />City. It is therefore incumbent upon the applicants to <br />demonstrate the need for a rezoning of this tract. <br />In demonstrating the need for a rezoning, it is necessary <br />for an applicant to demonstrate that one of the two following <br />criteria have been satisfied. <br /> <br />There has been an error made in assigning a zoning <br />designation to a tract or area. <br />Development patterns unforseen by the <br />Plan have emerged and are sufficient <br />warrant an amendment to the plan. <br />It is clear that the present zoning does not constitute an <br />error but, rather reflects the goals held by the City and it's <br />citizens at the time of the Plan's adoption.
