<br />e <br /> <br />e <br /> <br />The National Pollutant Discharge Elimination System (NPDES) was created <br />by Section 402 of the Federal Water Pollution Control Act Amendments of <br />1972. The system involves the issuance of permits of all industries <br />and municipalities discharging wastewaters into U. S. waterways. <br />Permits are valid for a period not to exceed 5 years. The permit cites <br />certain requirements that must be met by the discharger. Criteria <br />includes: <br /> <br />.Effluent standards and limitations governing the quality of new <br />pollution control equipment <br /> <br />.Schedules of compliance for construction and installation of new <br />pollution control equipment <br /> <br />.Monitoring and reporting requirements <br /> <br />The NPDES permit applies only to discharge of pollutants from point <br />source into U. S. waterways. Thus those industries discharging their <br />wastewater to POTWs (Publicly Owned Treatment Works) are not required <br />to have a permit. The POTW, however, must obtain an NPDES permit. <br />These permits may require the plant to implement a pretreatment program <br />including standards that must be met by all industrial users of its <br />facilities. The industrial dischargers thus are indirectly controlled <br />by the NPDES program. <br />
