<br />e <br /> <br />e <br /> <br />FIRE DEPARTMENT <br /> <br />EMS DIVISION-ADMINISTRATION <br />C; I -rv OF L_A PC)R-rE~ <br />INTER-OFFICE MEMORANDUM <br /> <br />TO: JOE SEASE- FIRE CHIEF <br /> <br />DATE: 9/1/89 <br /> <br />FROM: GARY WILLIAMS <br /> <br />SUBJECT: <br /> <br />MEDICAL DIRECTOR <br /> <br />As you know, Dr. Suarez, our Medical Director, has resigned as <br />of 12:01 a.m. September 1, 1989. For an EMS to function at our level, <br />it is mandated by State law to have a qualified physician to serve as <br />a Medical Director. <br /> <br />In order to remain within compliance with State law, several <br />area physicians were interviewed. The following qualifications were <br />utilized as primary factors: <br /> <br />1. Board certified emergency physician (American College <br />Emergency Physicians). <br /> <br />2. Must live and/or work in our immediate vicinity. <br /> <br />3. Must be willing and able to serve ten (10) hours a month <br />on site and an additional twenty (20) hours off site for <br />chart reviews. <br /> <br />~. Must have verifiable prlor experience as an EMS Medical <br />Director. <br /> <br />5. Must be willing to adopt our existing Standing Orders. <br /> <br />6. Must be willing to provide Protocols for and allow the <br />use of Intraosseous Infusions and Needle Chest <br />Decompressions. <br /> <br />Four local Emergency Room Physicians were interviewed, of which <br />two meet all criteria. The deciding factor became availability and <br />proximity. <br /> <br />The Physician nominated for Council consideration is <br />Dr. Blake Berry, M.D. Dr. Berry is the new Director of the Emergency <br />Department at Beltway Community Hospital and is also Medical Director <br />for Ft. Bend County EMS (for further background information, see the <br />attached curricula vitae). <br /> <br />In order to continue to provide E.M.S. beyond Dr. Suarez's <br />resignation, an interim agreement was enacted (see attached) with <br />Dr. Berry. The terms of this agreement do not include any monetary <br />arrangement but did provide for Dr. Berry to be included in the <br />City's malpractice insurance. <br />
