House Bill 432, enacted during the 1989 Legislative Session, <br />authorizes an appraisal district with a population of at least 1.5 million to expand its <br />ARB to 45 regular members. Therefore, 30 review board positions are currently <br />being considered for appointment or reappointment. Twenty-three of these <br />appointments will be for two-year terms and seven will be for cone-year term. <br />Since your governing body has had experience in appointing such boards in the past, <br />we would appreciate any recommendations you may have regarding individuals to <br />serve on the appraisal review board. <br />We would prefer candidates with some knowledge of property valuation, real estate <br />market, or some previous review board or board of equalization experience. Other <br />recommended candidates will be considered, of course. Perhaps the most important <br />qualification for any review board member is his or her willingness to devote suffi- <br />uenttime to the responsibilities. There will be several organizational meetings, a <br />lengthy orientation, and hearings that could take several months offull-time <br />partlupation. Members are entitled to per diem asset by the appraisal district <br />budget. <br />Requirements for serving on the Board include being a current resident of the <br />district and having resided in the district for at least two years. Officers or employees <br />of a taxing unit, the appraisal district, or the State Property Tax Board are not <br />eligible to serve. <br />,•. <br />House B;II 432 aclc~eti provisions to the Tax Code, effective September 1, 1989, which <br />prohibit nepo..~t~}}d conflicts of interest for appraisal review board members. Sec. <br />6.412 prohibits-a.n`~S~i$ member from serving if related to a person who operates for <br />compensatib~i:~,s;~xagent operating in the appraisal district, or an appraiser <br />operating iri o~"ert~~jred by the appraisal district.
