Box 1115 OFFICE <br />La Porte, Texas 77571 <br />titte11t1Gn: lair. :cbert T. rierrera, City tilanager <br />Dear Mayor Malone: <br />Re: 1990 CDBG Project Proposals <br />We are happy to inform you that Harris County will award $150,000 of 1990 Community <br />Development Block Grant (CDBG) funds to the City of La Porte for the conversion of a <br />church gymnasium and classroom facility into a Special Populations Organized Recreational <br />Therapy (SPORT) Center for the mentally and physically disabled. As you requested in your <br />April 10, 19901etter, the $335,000 of CDBG funds previously committed by the County to the <br />design and construction of a new SPORT Center will now be reprogrammed to the purchase <br />of the church property and the design of the conversion of that facility into the SPORT <br />Center. <br />As agreed in 1988, Harris County will design the project in consultation with City staff <br />members and the citizens of La Porte. Harris County will also coordinate the construction <br />and contract administration of the project. <br />Also as agreed in 1988, the City will provide transportation to the mentally and physically <br />disabled to SPORT activities and other activities for the disabled planned by the City at the <br />center. To this end, the City has indicated that it will purchase ahandicapped-accessible bus <br />for the SPORT program before the new SPORT Center is completed. <br />You also requested CDBG funds for the purchase of this handicapped-accessible bus for the <br />SPORT program. However, federal regulations do not allow us to purchase equipment unless <br />it is for use by a social service program also being funded with CDBG funds. Your other two <br />proposals for the reconstruction of sidewalks and the relocation of the senior citizens center <br />have not been selected for funding. Proposals submitted by other cities, water districts, and <br />other organizations which were selected for funding addressed greater needs. <br />The City of La Porte is requested to respond in writing to this office by June 30, stating your <br />firm commitment to accept this $150,000 award for the SPORT Center and provide for <br />transportation of the disabled to the center. You are also requested to submit a revised <br />project budget for your new plans for the SPORT Center, including itemized cost estimates for <br />acquisition of the gym and school.
