<br /> <br />REQUEST FOR CITY COUNCIL AGENDA ITEM <br />Agenda Date Requested: October 22, 1990 <br />Requested By: Steve Gillett Department: <br />Report Resolution <br />Public Works <br />XXX Ordinance <br />Exhibits: Ordinance No. 173f~_ <br />Proposed Contract for Collection and Disposal of Containerized <br />Commercial Solid Waste <br />Estimated Five Year Cost <br />SUMMARY & RECOMMENDATION <br />In order to determine the most advantageous method for the collection and <br />disposal of Containerized Commercial Solid Waste, the City received sealed <br />Proposals on July 16, 1990 for this service. Proposals were received from <br />five (5) private firms, and from the City's Commerci~-il ^olid Waste <br />Division. After extensive evaluation, the Proposal from BFI Waste Systems, <br />Inc. was identified as the most responsive, and a proposed contract was <br />negotiated. <br />The proposed contract is for five (5) years, with an option to renew for an <br />additional five (5) years, with the approval of the City. The proposed <br />rates are fixed for the initial two ('Z) years, with a rate increase in <br />years three, four ~~nd five tied to specific items in the Consumer Price <br />Index, provided however, that no increase will exceed four percent (4~) in <br />any one year. <br />Several features of the proposed contract need to be highlighted. With the <br />proposed rate schedule, the City's current rate will be adequate for the <br />first two (2) years. Additionally, roll-off service will also be provided <br />by the contractor, at rates to be set by ordinance. The ,Contractor will <br />bill the City for service furnished, and the City will continue to bill <br />customers, retaining the difference between the contract rate and the <br />City's rate for billing and administrative costs. All containers currently <br />used by the City will be furnished, at no charge, with additional <br />containers added, as needed. The proposed rates are contained in the <br />Contract under Exhibit A. Finally, the Contractor will purchase all City <br />equipment used for commercial service for $74,177.00, as outlined under <br />Exhibit B of the Contract. <br />Action Required by Council: Approve ordinance authorizing a contract with <br />BFI Waste Systems, Inc. for the collection and disposal of containerized <br />commercial solid waste, for a term of five years, with options to renew, <br />for an estimated five (5) year cost of 51,824,917.43. <br />Availability of Funds: <br />General Fund <br />Capital Improvement <br />XXX Other - Enterprise Fund <br />Water/Wastewater <br />General Revenue Sharing <br />Account Number: 027-700-703-507 <br />Funds Available: XX YES NO <br />Annpproved for City Council Agenda <br />Robert T.
