Low bid was submitted by Withers <br />Fence, a La Porte company, for $20,189. Second low bid was from Dow Fence, a Pasadena <br />company, for $20,252.10, a difference of $63.10. <br />Mr. Joseph Dow, owner of Dow Fence, attended the bid opening and expressed concern that <br />Mr. Withers could not complete the project for the amount of the bid. Also, on item three of <br />the bid, we asked for pricing for two (2) ball fields and Mr. Withers quoted a unit price for one. <br />Susan Kelley, Buyer, spoke to Mr. Withers and he assured us he could complete the project for <br />the prices quoted and that he had, in fact, quoted only one ball field for item three but we could <br />double that cost for two fields. This resulted in his total bid of $20,189. <br />Mr. Dow has since called Ms. Kelley, stating that the City "rigged the bid" to give it to a local <br />business, and that he would be contacting you and that we would be reading about this in the <br />newspaper. <br />
