<br />e <br /> <br />e <br /> <br />REOUEST FOR CITY COUNCIL AGENDA ITEM <br /> <br />Agenda Dale Requested: ~ 14 f <br /> <br />Requested By: i Ri:l> _: _ ~ h Department: <br />\-\ <br />Report Resolution X <br /> <br />Administration <br /> <br />Ordinance <br /> <br />Exhibits: <br />Ordinance <br />Proposal from Behavioral Health, Inc. <br /> <br />SUMMARY & RECOMMENDATION <br /> <br />In June, 1990, the City of La Porte and Human Affairs International (HAl) signed an agreement <br />which provided an Employee Assistance Program (EAP) to our employees and their dependents. <br />The City recognized that a wide variety of problems can have a negative affect on personal well- <br />being and on the job performance. This benefit would allow the employees to deal with these <br />problems at no cost to them. <br /> <br />HAl has restructured their organization and will no longer be able to provide an EAP to the City <br />due to our employee base. Their new philosophy is to provide this service to companies with <br />an excess of 500 employees. <br /> <br />Proposals were requested from three providers recommended by HAl to replace them in <br />providing this valuable benefit. All three, Acurcare Group, Alternative Paths, Inc., and <br />Behavioral Health, presented a proposal. The cost per employee, per month ranged from $2.85 <br />(Behavioral Health) to $3.00 (Alternative Paths). HAl currently charges $2.97 per employee, <br />per month. All three are similar in operation with Acurcare and Behavioral Health also <br />providing managed health care for any referrals to outside assistance. <br /> <br />It is recommended that the City contract with Behavioral Health to provide an EAP for our <br />employees and their dependents. Total annual cost of this program is $9,576 which includes 1-8 <br />counseling sessions, 24 hour telephone service, quarterly reporting, employee and supervisory <br />training, and printing of benefit cards and informational hand outs. <br /> <br />Action Required by Councll: <br /> <br />Approve ordinance authorizing City Manager to sign contract with Behavioral Health, Inc., to <br />provide an Employee Assistance Program to the City. <br /> <br />A vallability of Funds: <br /> <br />-X- General Fund <br />_ Capital Improvement <br />Other <br /> <br />Water/Wastewater <br />_ General Revenue Sharing <br /> <br />Account Number: 001-600-602-507 <br /> <br />Funds Available: X Yes <br /> <br />No <br /> <br />Approved for City Councll Aeenda <br /> <br />Q'J,.w+ 1"'< ~ <br />Robert T.
