As animals <br />tend to congregate near water, the applicants should, as a <br />permit condition, be required to locate water troughs only along <br />the western face of the tract. Additionally, since water service <br />lines will cross property not covered by the applicant's lease, a <br />letter (or other instrument deemed acceptable by the City <br />Attorney's office) should be obtained from Southern Pacific. <br />The purpose of the letter would be to grant formal permission <br />for the service line(s) to be installed and maintained for the <br />duration of the applicant's lease. <br /> <br />Access onto public rights-of-way should not create congestion <br />and should be adequate for residents and the general public: <br />While this activity will generate a minimal level of traffic, the <br />movement of stock trailers and the loading and unloading of <br />animals could be disruptive to a neighborhood. Staff would <br />recommend that as a permit condition, no access be allowed on <br />the developed portions of the 13th and "H" Street rights-of-way <br />and that all gates be sited at least 100 feet away from <br />residential homesites. Driveways, complying with Zoning <br />Ordinance requirements, should be installed between developed <br />streets and any gates. <br /> <br />Another issue regarding access is the ability of H.L.& P. and <br />Harris County to access the property. A portion of the "H" <br />Street right-of-way is occupied by H.L.& P. "highline" towers. <br />These towers and lines must be periodically accessed for <br />inspection, maintenance, etc... H.L.& P. crews must be <br />guaranteed the ability to access the property on an as needed <br />basis. To prevent any access problems, the applicants should be <br />required to obtain a letter from H.L.& P. stating that access <br />arrangements are adequate and satisfactory. <br /> <br />Also to be considered is the Harris County drainage channel <br />that occupies the "L" Street right-of-way. The existing channel <br />is scheduled to be enlarged as part of the County's F-101 <br />drainage improvement program. <br /> <br />At the County's request, the City has, by Council resolution, <br />restricted construction on land to be involved in the F-IOl <br />project. Exhibit A illustrates the area to be impacted by F-lOl. <br />This area must remain open and unimpeded. It cannot be <br />
