<br /> <br />e <br />RESCUE <br />CONCEPTS <br />INC. <br /> <br />e <br /> <br />Rescue Concepts Inc. <br />Educational Center <br />Developmental Plan <br /> <br />Proposed Location: 11.74 acres on McCabe Road (South), approximately 1/4 mile <br />north on McCabe Road from Old Highway 146 <br /> <br />General Concept: <br /> <br />This parcel of land will be developed in 6 stages over a period of 6 years. The <br />object of the Center is to provide a natural and aesthetically relaxing atmosphere <br />conducive to learning and educational growth. The Center will have six or more <br />projects with classrooms as well as an instructional theater and conference building. <br />When the Center's developmental plan is complete there will be 8 to 11 buildings on <br />site. At least six of these buildings will be classrooms estimated to be <br />approximately 400 square feet. The main building will house the administrative <br />staff and equipment sales. This center is being constructed to serve as the most <br />advanced training center for emergency response in the United States. The center <br />will serve as a training ground primarily for municipal and industrial response teams. <br />There will not be any projects which involve any type of burning. This is a clean air <br />project and will not affect the quality of air in the City of La Porte. <br /> <br />Overall Perimeter Phase: <br /> <br />The natural tree line will be initially thinned to clean out any dead trees and brush to <br />promote new growth. Within the fifty foot easement area, a fence will be erected <br />within 12 months of purchase of the property. The surrounding community and land <br />owners should be unable to view this due to the natural restoration of the forest <br />which currently surrounds the entire property. The fence will ensure that all visitors <br />to the site do not wander beyond the property and also to ensure the safety of other <br />landowners and their families. A berm will be raised along the property line <br />adjacent to the sub-division to create a natural sound barrier, this should ensure that <br />other landowners and their families are not disturbed and also provide a quieter <br />atmosphere for our students. <br /> <br />EXHIBIT D <br /> <br />P.O.
