This slower growth rate has kept the demand down for <br /> increased services and has kept the proposed improvements still viable <br /> for the next ten years. <br /> The resultant effect . was for the staff to recommend and the <br /> Commission to adopt no changes to the utilities portion of the <br /> Compre?ensive Plan. <br /> Onen Snace IPedestrian: In the review process, the focus was split <br /> - - between open space (parks) and pedestrian access. <br /> In the area of open space, the City has accomplished most if not more <br /> than was originally proposed in the Comprehensive Plan. As shown in <br /> Attachment "C", the original projects have been completed. During the <br /> workshop session, the staff recommended those new projects listed in <br /> Attachment "C". These will include a new community park at the old <br /> Seabreeze Sailing Club site, a regional park in West La Porte and the <br /> redeveloP:rI!-ent of a portion of Sylvan Beach Park. <br /> In the areas .of pedestrian walkways, very few projects have been <br /> accomplished. The staff recommended retention of the existing plan <br /> with the adoption of two new additions as a result of the Bayfront <br /> Master Plan. The new projects, as shown in Attachment "C", are the <br /> construction of a boardwalk from Sylvan ,Beach to the old Seabreeze <br /> Sailing Club and a pedestrian path or walk along San Jacinto from <br /> Main Street to Sylvan Beach. <br /> The staff recommends that the Planning Commission accept the <br /> . proposed Comprehensive Plan changes and forward them to the City <br /> . Council with a recommendation for approval. <br />
