Ordinance 9(r An Ordinance Approving, Ratifying and Confirming <br />an Agreement Between the City of La Porte and the San Jacinto Branch <br />of the Greater Houston Area Young Men's Christian Association, for <br />Management of the City of La Porte Brookg/en Park Poo/ for the 1996 <br />Season <br />SUMMARY & RECOMMENDATION <br />As a result of the acquisition of Brookglen Park, the City of La Porte has a new swimming pool to <br />operate. As we did not plan to acquire a park in the southwest area of the City in this fiscal year, <br />there was no provision made to staff the Brookglen Park Pool in the FY1995-96 operating budget. <br />The City of La Porte proposes to enter into an agreement with the San Jacinto Branch of the Greater <br />Houston Area Y.M.C.A. to provide lifeguard services at Brookglen Park Pool for the 1996 swim <br />season. <br />Under the terms of the agreement, the San Jacinto Y.M.C.A. will provide American Red Cross <br />certified lifeguard staffing to accommodate the number of swimmers at the pool at a recommended <br />ratio of one to twenty-five (1:25) during the hours that the pool is open to the public. The hours of <br />operation are the same as hours for our other neighborhood pools. The Y.M.C.A. has the right to <br />teach swimming lessons at the pool during the 1996 swim season. The City will provide a cashier <br />for revenue collection; will maintain the water quality of the pool, and provide any necessary <br />equipment and materials for the safe operation of the pool. Cost of the agreement to the City for <br />lifeguard provision for the 1996 swim season at Brookglen Park Pool is Seven Thousand Five Hundred <br />Twenty Four Dollars (57,524.00) which will be funded from contingency, or unused personnel funds <br />and transferred into Parks & Recreation account #001-800-801-232. At the end of the season, staff <br />will evaluate the agreement to determine whether or not to continue the agreement in future years. <br />The Y.M.C.A. staff has provided lifeguard services at Brookglen Park Pool for the Brookglen <br />Community Improvement Association for the past several years and are familiar with the pool and <br />the community users. The Brookglen Community Homeowner's Association has indicated to staff <br />that they have been happy with the service performance provided by the Y.M.C.A. in the past. <br />Staff recommends the approval of Ordinance 96- which ratifies and confirms the agreement <br />between the San Jacinto Branch of the Greater Houston Area Y.M.C.A. for management of the City <br />of La Porte Brookglen Park Pool for the 1996 swim season. <br />Action Required by Council: <br />Consider approval of Ordinance 96- which confirms the agreement between the San Jacinto <br />Branch of the Greater Houston Area Y.M.C.A. for management of the City of La Porte Brookglen Park <br />for the 1996 swim season. <br />Availability of Funds: <br />-~ General Fund <br />Capital Improvement <br />Other <br />Water/Wastewater <br />General Revenue Sharing <br />Account Number: 001-800-5_ n1-~~z Funds Available: YES - NO <br />Approved for City Council Agenda: <br />Robert T.
