Barr Department: Parks & Recreation <br />Report Resolution XXX Ordinance <br /> <br />Exhibits: <br /> <br />1. <br />2. <br /> <br />Exhibit A - Changes to Ordinance 94-1976 <br />Ordinance No. 96-1976A <br /> <br />SUMMARY & RECOMMENDATION <br /> <br />There have been problems in the past regarding the rental policies established by <br />Ordinance No. 94-1976 which governs the rental of the Rodeo Arena. In particular, the strict <br />interpretation of the Ordinance requires that a ReservationlDamage Deposit be required for each <br />event reserved at the Arena. If an individual or group wanted to have a series of six, eight, or ten <br />events at the arena, they would be required to put up a One Hundred Dollars deposit per event or, <br />in the cases as outlined above; Six Hundred to One Thousand Dollars in reservation fees. This <br />places an undue burden on some groups who must deposit large sums to reserve the facility when <br />scheduling events in series. Staff met with representatives of the La Porte Livestock Show and <br />Rodeo Association and established wording that should be changed in the existing ordinance. <br />Attached as Exhibit A is a reprint of the existing ordinance and well as additions. Additions to the <br />ordinance are indicated by shading; removals by strikeout. <br /> <br />The proposed Ordinance amendment provides for a maximum of One Hundred Dollars for <br />multiple rental reservations at the Arena. However, if the group or individual cancels two <br />reservations in any calendar year, they would then be required to post the One Hundred Dollar <br />Deposit for each scheduled event for the remainder of the calendar year. This would prevent an <br />individual or group from scheduling events, then canceling at the last minute; thereby depriving the <br />City the right to rent to someone else.
