<br /> SUMMARY & RECOMMENDATION
<br />Summarv
<br />The Planning & Zoning Commission, during its October 17, 1996, meeting, held a
<br />public hearing to receive citizen comment regarding Rezone Request #R96-006, The
<br />request, submitted by Dorothy E, Stevens (owner), seeks to rezone Trs, 18B and
<br />18F, Crescent View, The property in question is further described as being located
<br />at 2757 Old Hwy, 146 (S, Broadway). The applicant seeks to have the property
<br />rezoned from High Density Residential (R-3) to Neighborhood Commercial (NC) for use
<br />as a beauty salon, The Commission voted to table the request until the November
<br />21 st, Planning and Zoning Commission meeting, The item was tabled in order to give
<br />the applicants an opportunity to provide more information for the Commission's
<br />consideration, Staff's Reports for the two rezonings from the October 17th meeting
<br />is attached,
<br />The Public Hearing was reconvened during the November 21st meeting, Ms, Stevens
<br />submitted a signature list she obtained from area residents who are in favor of the
<br />rezoning,
<br />After receiving input from both proponents and opponents, the Commission
<br />unanimously voted to recommend to Council, approval of the request, subject to the
<br />following conditions:
<br />1, Landscaping (6%) should be provided at the site and maintained in the
<br /> future,
<br />2, Existing parking be changed to a dust free material.
<br />3, New parking area be striped to comply with current parking
<br /> requirements,
<br />4, Any dumpster shall be located at the rear of the property and be
<br /> screened from view,
