Senior citizen discount - We do not find any impediment to the City's providing a discount to <br />senior citizens in the water and sewer service billings. <br /> <br />2. Reimbursement resolution - As I mentioned to you, it is important that the City adopt a <br />reimbursement resolution any time the City wishes to spend current funds on a capital project but retain <br />the option of later reimbursing the general fund with proceeds of a tax-exempt borrowing.
