Herrera, City Manager <br />'R11-\ <br />Advertising at City Facilities by Sporting Associations <br /> <br />SUBJECT: <br /> <br />I have attached two (2) letters from staff, which deal with advertising. The City has been <br />approached by Boys Baseball and Girls Softball requesting that they be allowed to solicit <br />companies to advertise on ball field fences, in order to generate additional revenue for their <br />respective leagues. <br /> <br />The City has no written policy on this matter. We have been operating with an <br />understanding that the City Council, at least 15 years ago, said "no" to advertising on ball <br />field fences. Staff has carried out this decision. <br /> <br />I have been told the reason for the "no" decision came about due to Homeowners' <br />Associations and residents visiting with City Council back then. <br /> <br />The concerns they expressed were: <br /> <br />1. Fence signs were unsightly. <br />2. Property values near the ball field complex would be reduced over time as a <br />result of the signs. <br />3. Residents did not want to drive to their homes and see advertising on their public <br />facilities. <br /> <br />These concerns are the only ones I have been advised about. <br /> <br />During my employment as City Manager, I have taken the above position with the youth <br />leagues. The La Porte Livestock Show and Rodeo Association is the only exception that <br />I know has been made. The City agreed to allow them to advertise as long as the public <br />could not see the advertisement while driving along a public road, and that the signs <br />remain contained within the riding arena. <br /> <br />Your advice and direction on how you wish for staff to view this matter would be <br />appreciated. <br /> <br />RTH:cjb <br />Attachments <br />
