Norman Malone
Mayor
City of La Porte
P. O. Box 1115
La Porte, TX 77572-1115

Dear Mayor Malone:

We are writing to invite the City of La Porte to join the region's local governments in endorsing
the enclosed Principles for Cleaner Air.

These Principles were developed by H-GAC's Regional Air Quality Planning Committee and
adopted in December 1998 by H-GAC's Board of Directors. The Principles emphasize local flexibility,
cost-effectiveness, and public-private collaboration in meeting regional clean air goals.

This region is a severe non-attainment area for ozone. Although major improvements in air
quality have been made, meeting air quality standards will require significant additional efforts by
industry, local governments, small business, and individual citizens.

While the Texas Natural Resource Conservation Commission is the agency charged with
statewide emission reduction planning, all concerned feel that this issue is so important that a broad
coalition from our area must take a proactive role in developing plans uniquely suited to this region. For
this reason, we hope you will join with other local governments in the region in adopting the regional
clean air principles.

Thank you for your consideration of this request. We hope you will endorse the regional
Principles for Cleaner Air and send a copy of your resolution (sample enclosed) to H-GAC. Endorsement
of the Principles does not commit your jurisdiction to any future action.
