<br />• <br />Street Ends Report, page 1 <br />City of La Porte <br />Re~OOrt on Street Endings at Galveston Bay <br />January 17, 2000 <br />Executive Summary <br />The City of La Porte is faced with several opportunities and challenges that do not exist in <br />other communities. One of those differences is the street right of ways that end in <br />Galveston Bay. Over the years, several of these right of ways have been closed (for a fee) <br />and have had the use revert back to the adjacent property owner. Currently, there are <br />eleven locations in the City where a street right of way dead ends into the Bay. <br />We have been asked to inventory and review these street endings to see what useful <br />purpose they might serve. The result is a proposal to develop several of the street ends <br />that dead end into Galveston Bay on the East Side of La Porte, as small mini-parks to <br />enhance bay access for citizens of La Porte. The proposal includes several sites that are <br />in close proximity, and would not be practical for development as parks, but would receive <br />some improvements, or City right of way could be negated to the adjoining property <br />owners. This report outlines existing conditions, what we hope to accomplish, an estimate <br />of the costs to implement, and the timing and implementation, should Council choose to <br />approve this course of action. <br />A. Existing Condlitions <br />A list of the eleven streets which dead end into Galveston Bay, as well as brief <br />comments, is shown below. <br />1. Lobit Street - 60' R.O.W., fenced on both sides (as recorded) <br />2. Holmes Street - 60' R.O.W., fenced on both sides (as recorded) <br />3. Cypress Street - 80' R.O.W., fenced on both sides, excessive concrete <br />rip-rap has been placed on this site -fences may be encroaching on right <br />of way (as recorded) <br />4. Jefferson Street -100' R.O.W., no fences (as recorded) <br />5. Sylvan Street - 80' R.O.W., street ends in cul-de-sac; limits possibilities <br />(as recorded) <br />6. Forest Street - 80' R.O.W., street ends in cul-de-sac; limits possibilities <br />(as recorded) <br />7. Garfield Street - 100' R.O.W., divided street ends in cul-de-sac; limits <br />possibilities (as recorded) <br />8. Hazel Street - 80' R.O.W., street ends in cul-de-sac; limits possibilities (as <br />recorded) <br />9. Oakhurst Street -this site has a stepped right of way; 40' R.O.W. on west <br />side of site; 80' R.O.W. on water side of site -fences may be <br />encroaching on to right of way (as recorded) <br />10. S. "Y" Street - 40' X 80' stepped' R.O.W., fenced on both sides (as <br />recorded -plat illegible, used HCAD reference) <br />11.
