I <br /> <br />Memo <br /> <br />The FY 1999-2000 Utility CIP budget includes an engineering evaluation of the Little <br />Cedar Bayou Wastewater Treatment Plant belt press to determine replacement <br />alternatives. The belt press is used to dewater sludge prior to final disposal. The <br />original project included an engineering evaluation of the unit to determine the best <br />location and size of the proposed replacement. Funding for final design and <br />construction/purchase would be budgeted in future years. <br /> <br />After discussions with several engineering firms, it was determined that the entire <br />solids handling process should be examined. The original dewatering equipment <br />and structures were constructed in 1981, and construction of additional digester <br />capacity was included in the 1986 expansion of the Plant. With increasing solids <br />loading at the Plant in the past few years. detention time in the digester has fallen <br />from 21 days to less than 14 days, increasing the amount of solids per volume of <br />wastewater treated. <br /> <br />The proposed engineering study has been expanded to include an examination of <br />the entire solids handling process, including digester size, thickener size and location <br />and the belt press size and location. The proposed study will examine the need for <br />additional sludge handling capacity, as well as the physical location of needed <br />improvements to conform with the future expansion plans. Request for Qualifications <br />(RFQ) have been received and are currently under evaluation by staff. When <br />completed, a scope of work and proposed contract will be developed for presentation <br />to City Council. <br /> <br />. Page 1 <br />
