<br />REOUEt FOR CITY COUNCIL AGE.A ITEM <br /> <br />Agenda Date Requested: <br />Requested By: Doug <br />Report <br /> <br />Exhibits: <br /> <br />Ordinance <br />Scope of Work and Agreement for Professional Services <br />Vicinity Map (Exhibit A) <br /> <br /> <br />Department: Planning <br />XX Ordinance <br /> <br />Summary & Recommendation <br /> <br />The City's Comprehensive Wastewater Collection and Treatment Plan, prepared in 1984, shows a trunk sewer <br />main being extended along Bay Area Blvd. and Sens Road from Fairmont Parkway to the Lomax area. The <br />benefits of this sewer line are 1) provide sewer service to undeveloped property between Fairmont Parkway and <br />Spencer, 2) provide relieffor some of the sewer lines in the eastern portion of the Lomax area, 3) eliminate the <br />existing lift station on "0" Street and possibly the lift station on "L" Street, and 4) provide a more direct and <br />efficient route for wastewater to be collected and transported from the eastern portion of the Lomax area. It <br />would be beneficial and less costly, from a design and construction standpoint, to design and install this trunk <br />sewer line just ahead of or concurrent with the Bay Area Blvd. construction. <br /> <br />Harris County is currently preparing a Preliminary Engineering Report for the Bay Area Blvd. extension. Harris <br />County has hired the engineering firm of Wayne Smith & Associates for the Bay Area Blvd. project. Wayne <br />Smith & Associates also has expertise in municipal sewer systems and large diameter sewer trunk mains. It is <br />stafI's recommendation to hire the engineering firm of Wayne Smith & Associates to design the Bay Area <br />BlvdlSens Road Trunk Sewer Main. <br /> <br />I <br />An Agreement for Professional Services and Scope of Work is attached. The fee associated with this engineering <br />work is $120,550 which includes surveying, geotechnical borings, preliminary engineering, final design, and <br />construction administration. The preliminary design phase can be completed within 120 days of authorization and <br />final design will take an additional 30 days after staff's review and approval of the preliminary design. It should <br />be noted that this Professional Services contract already accounts for approximately $50,000 in savings because <br />most of the surveying and geotechnical work has already been performed for the road project. <br /> <br />This project was not included in this year's C.I.P. Budget, but was anticipated for the FY 00-01 Budget. Staff <br />requests that Council consider funding this agreement now so the consultant can produce the preliminary <br />engineering design simultaneously with the design for Bay Area Blvd. (FairmontParkway to Spencer Highway). <br /> <br />Funding for this professional services contract is available in Fund 003-Utility Capital Improvement Fund. <br />Construction of this trunk sewer main from Fairmont Parkway to "0" Street is estimated to cost $1.4 million. <br />Construction of the Bay Area Blvd. sewer is estimated to be at least 12 months away in order to coordinate with <br />the road project. <br /> <br />Action Reauired bv Council: <br />Consider approval of an ordinance authorizing the City Manager to execute an Agreement for Professional <br />Services with Wayne Smith & Associates for design of the Bay Area Blvd / Sens Road Trunk Sewer Main and <br />authorizing $120,550 from Fund 003 to fund this agreement. <br /> <br />Availability of Funds: <br />General Fund <br />XX Capital Improvement (Utility) <br />Account Number: 003-9890-835-1100 <br /> <br />W aterlW astewater <br />Other <br />Funds Available: XX Yes <br /> <br />No <br /> <br />Approved for City Council Agenda <br /> <br />~l'~ <br />Robert T.
