<br />Implementation Plan ........................................................................................................ <br />Chapter 13 <br />Major Actions: Public Safety <br />• Update the La Porte Emergency Plan to reflect changed conditions such as completion of the Fred <br />Hartman Bridge and associated improvements to the S.H. 225/146 interchange. <br />• Conduct and regularly update an inventory of unanchored mobile homes and other structural <br />concerns to identify potential trouble areas during severe weather. <br />• Continue to coordinate closely with the Local Emergency Planning Committee (LEPC) to maintain <br />up-to-date lists of hazardous waste handlers and other facilities that could experience toxic material <br />releases or other dangerous situations during severe weather. <br />• Continue to provide air quality alerts as part of the existing warning systems. <br />• Explore the feasibility of issuing tornado alerts locally given advances in weather radar and storm <br />tracking technology. <br />• Provide education and outreach to ensure that citizens understand the various types of alerts that are <br />possible through the emergency warning system. <br />• Maintain contingency plans and conduct periodic paining for catastrophic incidents, including <br />hostage situations and multiple-victim injury scenarios, in which EMS and/or police .resources and <br />capabilities would be challenged and good coordination would be essential. <br />• Annually review , and evaluate the City's plans for emergency preparedness and response <br />particularly pertaining to mass medical emergencies and make refinements and amendments as <br />necessary to meet acceptable standards and to keep current with mass medical emergency practices. <br />Major Actions: Redevelopment <br />• Utilize a geographic information system (GIS) to conduct condition inventories of existing streets, <br />curbs and gutters, drainage facilities, water and wastewater systems, and street lighting to assess <br />immediate and short-term improvement needs. Continue a systematic process for identifying and <br />addressing infrastructure maintenance and rehabilitation needs. <br />• Provide a reserve%ontingency fund so that abandoned. structures that will not be reconstructed <br />(such as after a fire) may be removed promptly even when the ordinary yearly budget allocation for <br />demolition and cleanup activities has already been exhausted. <br />• Work-with community organizations, the Southeast Texas Housing Finance Corporation, and other <br />appropriate entities to engage in affordable housing redevelopment efforts in older neighborhoods. <br />• Continue to pursue an array of potential waterfront development projects (e.g., Sylvan Beach <br />improvement, high-rise condos, restaurants, hotel and conference center, marina, implementation of <br />Bayfinnt Master Plan, outdoor theater center and other tourism attractions), including <br />implementation of water-related recreational activities. <br />• Provide incentives to encourage high-profile businesses (fianchises, major shopping center, grocery <br />stores, cafeterias) to build new locations in older areas of town. <br />• Assist non-profit organizations in developing activities and expanding programs that meet the needs <br />of youth, such as neighborhood centers. <br />Page 13-13 <br />Lu Porte Comprehensive Pfan Update ....................................................................................... <br />
