How well they function can ' <br />determine the quality of a city, its safety, comfort. and convenience and the well-being Of <br />its citizens:Planning forresidential streets is thus a critical government responsibility . Such <br />planning is based in government's duty to protect the public health, safety, and welfare, as <br />well as in its interest in preserving public and private investments and in strengthening the <br />social networks that successful residential neighborhoods support. <br />Residential street design and traffic control, therefore, should serve neighborhood <br />protection and quality of life objectives. Residential streets should: <br /> <br />. Permit comfortable and safe pedestrian and bicycle movements as well as <br />motorized vehicular movements, and protectvulnerable users such as children, the <br />disabled, and the elderly. <br />. Accommodate convenient and efficient pickups and deliveries, emergency access <br />(fire, police, ambulance), and maintenance services, and-where-'densities jus- <br />tify-bus or paratransit services. <br />.
