Report: -L-Resolution: _Ordinance: ~ SUMMARY & RECOMMENDATION The Planning and Zoning Conunission, during its March 15,2001, meeting, held a public hearing to receive citizen comments regarding Special Conditional Use Pennit Request #SCUOl-002. The request, submitted by Ms. Deborah Johnson on behalf of Pleasant Hill Baptist Church, seeks approval of a Special Conditional Use Pennit (SCUP) to build a church on approximately 0.93 acre tract of land descnbed as lots 1 thru 13 of Block 79, Town of La Porte. Religious institutions within a Low-Density Residential (R-l) zone are a Conditional Use, per Section 106-331 of the Code of Ordinances. Currently, Pleasant Hill Baptist Church is conducting services in an existing wood framed structure, which occupies lots 15 and 16 of Block 79, located at 302 North 6th Street. The Church was built in the early 1950s. Due to an increase in attendance, a new building for the Church is being considered now. Upon approval of the Special Conditional Use Pennit, the applicant would be authorized to submit a site plan for the proposed development. Staff has found the request satisfies all applicable ordinance requirements. The property is surrounded by houses and undeveloped lots. The property is in the Northside Neighborhood, primarily a single-family residential community. The facility would be compatIble with the surrounding properties and should not be injurious to the use, enjoyment or value of those properties. Forty-three (43) notices of public hearing were mailed to neighboring property owners. One favorable response was received in this regard The Planning and Zoning Conunission, by unanimous vote, has recommended City Council approval of Special Conditional Use Pennit #SCUOI-002 with the following conditions: 1. Development is subject to all ordinances & regulations of the City of La Porte and all other applicable laws. 2. Screening and/or landscaping of parking lot shall be required. 3. Landscaping shall be properly maintained by the owner/developer. 4. The applicant is responsible for public hearing costs of $155.72. Action Required by Council: 1. Conduct public hearing. 2.
