The request, submitted by Ms. Deborah <br />Johnson on behalf of Pleasant Hill Baptist Church, seeks approval of a Special Conditional Use Pennit (SCUP) to <br />build a church on approximately 0.93 acre tract of land descnbed as lots 1 thru 13 of Block 79, Town of La Porte. <br />Religious institutions within a Low-Density Residential (R-l) zone are a Conditional Use, per Section 106-331 of <br />the Code of Ordinances. <br /> <br />Currently, Pleasant Hill Baptist Church is conducting services in an existing wood framed structure, which occupies <br />lots 15 and 16 of Block 79, located at 302 North 6th Street. The Church was built in the early 1950s. Due to an <br />increase in attendance, a new building for the Church is being considered now. Upon approval of the Special <br />Conditional Use Pennit, the applicant would be authorized to submit a site plan for the proposed development. <br /> <br />Staff has found the request satisfies all applicable ordinance requirements. The property is surrounded by houses and <br />undeveloped lots. The property is in the Northside Neighborhood, primarily a single-family residential community. <br />The facility would be compatIble with the surrounding properties and should not be injurious to the use, enjoyment <br />or value of those properties. <br /> <br />Forty-three (43) notices of public hearing were mailed to neighboring property owners. One favorable response was <br />received in this regard <br /> <br />The Planning and Zoning Conunission, by unanimous vote, has recommended City Council approval of Special <br />Conditional Use Pennit #SCUOI-002 with the following conditions: <br />1. Development is subject to all ordinances & regulations of the City of La Porte and all other <br />applicable laws. <br />2. Screening and/or landscaping of parking lot shall be required. <br />3. Landscaping shall be properly maintained by the owner/developer. <br />4. The applicant is responsible for public hearing costs of $155.72. <br /> <br />Action Required by Council: <br /> <br />1.
