Expenditures related to this project have been for land acquisition (adjacent <br />to Texaco) and preliminary engineering services, leaving a balance of $192,959 available. The <br />current course of action is to prepare construction drawings for the entire roadway from Fairmont <br />Parkway to Spencer Highway and then construct the entire roadway. <br /> <br />Staff has negotiated with the engineering firm Walsh I Freese & Nichols for an engineering <br />services agreement to design the entire project. An Agreement for Professional Services and <br />Scope of Work is attached. Phase 1 of their services will include surveying, right-of-way <br />mapping, geotechnical investigation, drainage impact analysis, traffic control and traffic signal <br />modification, and roadway I bridge design. Phase 2 of their services includes assistance with <br />bidding, and construction administration. The fee associated with Phase I is $192,295 and the <br />fee associated with Phase 2 is $26,305. These engineering services will be based on actual time <br />and materials expended with a total for Phase I and Phase 2 not-to-exceed $218,600. The design <br />of the project up to bidding phase will be completed within 120 days after authorization to <br />proceed. <br /> <br />Funding for Phase 1 of this professional services agreement is available in Fund 015-General <br />Capital Improvement Fund. Additional funding of approximately $27,000 for Phase 2 of the <br />engineering services will need to be allocated in the future when full funding for the construction <br />is authorized. <br /> <br />Construction of this roadway from Fairmont Parkway to Spencer Highway is estimated to cost <br />$2.2 million, which does not include right-of-way acquisition and possible pipeline adjustments. <br />Staff recommends hiring the engineering firm Walsh I Freese & Nichols to provide surveying, <br />geotechnical and final design services for Canada Road based on the attached Agreement. <br /> <br />Action Required by Council: <br />Consider approval of an ordinance authorizing the City Manager to execute an Agreement for <br />Professional Services with Walsh I Freese & Nichols for design of Canada Road Paving and <br />Drainage Improvements and allocating $192,295 to fund said agreement. <br /> <br /> <br />Council A enda <br /> <br />)f>/o' <br />.Date I <br />
