The main component, the coolantlwater <br />exchange mechanism has failed, allowing coolant to bleed into the water chambers of the <br />unit. The unit is being kept operative by adding coolant in large quantities as an interim <br />measure. This is unforeseen damage to the equipment. If the water pressure in the <br />exchange unit surpasses the coolant pressure, allowing water to enter the coolant system, <br />the entire unit will fail: If the unit fails, it would probably be necessary to set up a portable air <br />conditioning unit for the RFC, at considerable additional expense. <br /> <br />Funding for repairs t,o the RFC were included in this year's capital improvement budget an.d <br />is available to fund either the repair of the system or the replacement of the system. <br />Purchasing is proceeding with obtaining competitive bids for both repair and replacement. <br />Because of the time-sensitive nature of the repair or replacement of the system, I am <br />requesting that emergency purchasing procedures be implemented, waiving the public bid <br />notice procedures. We will still be able to obtain competitive bids for both repair or <br />replacement of the unit.
