As a starting point, Staff prepared <br />a master map depicting: <br />. Parks and Schools <br />. Installed Neighborhood Sidewalks and Shared Use Paths <br />. Designed or Under Design Bike Lanes & Shared Use Paths <br />. Low, Medium & High Priority, Not Designed Bike Lanes/Shared Use Paths <br />The intent of this map is to provide a visual picture of the present state of pedestrian connectivity; using <br />the Council approved Bicycle/Pedestrian Trail Implementation Plan to designate constructed and planned <br />shared use pathways as well as the current sidewalk inventory throughout the City of La Porte. <br /> <br />.- <br /> <br />Generally, when assigning priorities for connectivity projects, (e.g. trails, paths and sidewalks) the <br />following should be given priority consideration: <br />. interconnecting of schools with neighborhoods (safe routes to schools), <br />. connecting parks and other public facilities, <br />. where future trails/paths are already planned to avoid duplication, <br />. topographical characteristics (e.g. can a sidewalk be constructed on public ROW <br />and not interfere with open ditches and avoiding expensive ditch crossings etc.) and <br />. where to avoid promoting pedestrian traffic along dangerous areas. <br />Areas earmarked by Council approved studies and plans for pedestrian connectivity will be reviewed by <br />the survey section and the City Engineer for suitability and a list with recommended priorities will be <br />brought back to Council for cost analysis and implementation. Implementation for this plan will require a <br />change in direction and funding from our current "sidewalk replacement only" policy to include new <br />construction (particularly in-fill) to connect the gaps throughout the City, even when there is no developer <br />involved. In areas where active Homeowner Associations desire acceleration of construction schedules, <br />joint participation may be desirable in areas in which they are directly impacted as way to fund these <br />needed additions to our sidewalk/shared path system. <br />Action Required by Council: <br />Review the attached map and provide Staff with planning guidance for the construction of <br />sidewalks/shared use pathways for La Porte. <br /> <br />Approved for City Council Ae:enda <br /> <br />,,,,~ <br /> <br />c/JJ j~\UJfNeQii/li ~ <br /> <br />Debra B.
