<br />- <br /> <br />Program Guide <br /> <br />Call of 2005 - 2006 <br /> <br />service contributions are limited to the preparation of the plans, specifications and <br />estimates. TxDOT will allow in-kind service contributions of up to 20 percent of the <br />project's estimated cost. In-kind contributions may cover up to 20% of the local match for <br />the items of preliminary engineering, plans, design, property acquisition, environmental <br />cost, and construction; however, they cannot be used to match TxDOT's administrative <br />cost. Local match (up to 20 percent) may be made up of cash and/or contributions of <br />donated real property, services, and/or materials. Any local match offered over the <br />required 20 percent, must be in cash. In-kind donation credit will not be given for lease or <br />easements of property. The nominator may also provide other services to reduce the <br />overall cost of a project, but it will not be considered as an eligible in-kind contribution <br /> <br />Donations of real property must be for project purposes only. The value of the donated real <br />property will be based on the appraised fair market value at the time of the donation. Real <br />property that has been acquired by the nominator for the project prior to selection does not <br />qualify for donation credit. . <br /> <br />All donations must be documented. The nominator must supply a letter from the donor, <br />stating their intent to donate, who will be receiving the donation, the item(s) to be donated, <br />and the fair market value of the item(s). The letter(s) must be included as an attachment to <br />the nomination form. All donations must be made in the name of the nominating entity in <br />order for them to count toward the project's match. <br /> <br />22 <br /> <br />Statewide Transportation Enhancement Program. <br />
