<br />- <br /> <br />- <br /> <br />Program Guide <br /> <br />Call of 2005 - 2006 <br /> <br />Evaluation and Selection <br /> <br />Technical Review <br /> <br />As nominations are processed at the TxDOT Division level, additional technical reviews will <br />be performed. TxDOT will consult with appropriate TxDOT Divisions, and state and federal <br />agencies to assess the project's conformity with technical standards established by <br />applicable laws, regulations and accepted professional practice. The reviews will also <br />consider the preliminary feasibility and appropriateness of the scope of work, including <br />review of the project's itemized cost estimate. <br /> <br />Screening for Eligibility <br /> <br />TxDOT st~ff will review each nomination for completeness and eligibility with FHWA. If the <br />nominatIon fails to meet the criteria for eligibility or supply sufficient supporting <br />documentation, a notice will be sent to the nominating entity explaining why the nomination <br />is ineligible. For a nomination to continue to be considered, a minimum of 50 percent of a <br />project's activities and a minimum of 50 percent of the estimated project's cost must be <br />deemed eligible under the program rules. <br /> <br />The nominating entity may request reconsideration of the determination of ineligibility in a <br />written appeal addressed to TxDOT's Executive Director within 15 days after receipt of <br />notice. The appeal must cite the elements of the projectthe nominator believes are eligible <br />under the program rules. If any items are still determined ineligible, the nominating entity <br />will be given the opportunity to remove the ineligible items from the project description and <br />budget and resubmit the eligible items to allow the project to remain in competition. The <br />determination by the Executive Director, in response to the appeal is final. <br /> <br />Evaluation and Recommendations <br /> <br />TxDOT Districts and Divisions review and evaluate projects. Additionally, TxDOT staff <br />reviews projects with TEPEC, an advisory committee, to consider and discuss the eligible <br />candidate project's relationship and potential benefit to the surface transportation system. <br />TxDOT staff and the committee will evaluate the function and impact of each project based <br />on the quality of the project, the geographic scope of the project's benefits and the project's <br />transportation enhancement value. TxDOT will prepare staff and TEPEC <br />recommendations as to which projects are suitable for funding and provide these <br />recommendations to the Commission. <br /> <br />26 <br /> <br />Statewide Transportation Enhancement Program <br />
