<br />Prog ram Guide <br /> <br />Call of 2005 - 2006 <br /> <br />Project Development <br /> <br />TxDOT strongly encourages the nominating entity to aggressively pursue project <br />implementation and development upon receiving notification of project selection from <br />TxDOT. Development of a transportation enhancement project is a phased process. <br />Approval mllst be obtained from TxDOT before any work in any phase can begin. <br />Enhancement projects may incorporate the following phases: <br /> <br />1) project agreement, <br />2) preliminary engineering, <br />3) real property acquisition, and <br />4) construction <br /> <br />A nominating entity may proceed to incur reimbursable costs for a given phase only after <br />they receive written notification from TxDOT. Notification occurs after: <br /> <br />1) approval of the project in the STIP (performed by TxDOT) <br />2) execution of the project agreement, and <br />3) receipt of a Federal Project Authorization and Agreement (FPAA) approving costs for a <br />specific phase of development. . <br /> <br />Phase 1- STIP Inclusion <br /> <br />After the Commission selects projects for funding, the project is included in the STIP. <br />Projects in single metropolitan areas must be coordinated with the Metropolitan Planning <br />Organizations (MPO) for inclusion in the TIP and STIP. TxDOT adds projects from non- <br />urban areas that are not located in a single metropolitan area, to the STIP. The inclusion of <br />the project in the STIP requires the approval of the Commission, FHWA and the Federal <br />Transit Authority (FTA). <br /> <br />Phase 11- Project Agreement <br /> <br />. ..". . . <br />Prior to any reimbursement of costs, a project agreement must be executed by TxDOT and <br />the nominating entity. The agreement incorporates all contractual aspects of the project. <br />including but not limited to: responsibilities of the parties, funding requirements, and <br />applicable state and federal regulations. <br /> <br />Staff from TxDOT's district office and the nominating entity will meet to discuss the <br />provisions in the project agreement. The project agreement is prepared by TxDOT and <br />forwarded to the nominating entity for review and execution. TxDOT performs final <br />execution of the project agreement. <br /> <br />TxDOT expects nominating entities to execute the project agreement and begin preliminary <br />engineering during the fiscal year they are programmed into the STIP. TxDOT may <br />withdraw a project's funding in the event the project agreement is not executed within one <br />year after the project is selected by the Commission. <br /> <br />29 <br /> <br />Statewide Transportation Enhancement Program <br />
