<br />2 <br /> <br />1. Historical Overview <br /> <br />The Parks and Recreation Department is continuing to grow as the City of La Porte <br />grows. In the past year we have added three parks to the parks inventory; Seabreeze <br />Park, Dwire St. Park, and Pine Bluff Park. In the FY 1999-2000 Capital Improvement <br />Budget, for the first time, we asked for a capital budget item to upgrade the play <br />equipment and park service equipment at Tom Brown Park. The reasoning behind the <br />request is that park service and play equipment life expectancy is in the 15-20 year <br />range. With seventeen park areas and one undeveloped park site now in our inventory, <br />it makes sense to have a standard replacement schedule of one park per year. That <br />way, as a long-range strategy, we will have replaced our park service and play <br />equipment at each park at about the time the equipment wears out. <br /> <br />2. Standardized Park Service and Playground Equipment <br /> <br />It is safe to say that all parks have a need for some type of play equipment for young <br />children, even if just to occupy their time while big brother or sister is playing soccer or <br />baseball. In addition, there is a need at each park for park service equipment for picnics, <br />barbecues, a place to sit and watch kids play and to collect the trash generated by <br />these activities. Our goal, with the exception of Pine Bluff Park (due to its small size) is <br />to provide equipment at each park in a standard configuration. Our standard <br />- configuration includes the following minimum components (larger parks would increase <br />the number of units provided): <br /> <br />. One play apparatus as a modular component multi-level system made up of a <br />minimum combination of twenty: modules, decks, transfer platforms, enclosures, <br />bridges, and other equipment; connected so as to form a single structure. <br /> <br />. One swing set with minimum 2 swing seats. <br /> <br />. Two picnic tables on concrete slabs <br /> <br />. One above-ground barbeque pit on concrete slab <br /> <br />. Two park benches on concrete slabs <br /> <br />. Two trash receptacles <br /> <br />This configuration will provide a basic level of traditional park service for each of our <br />park facilities. <br /> <br />3. Implementation <br /> <br />As I mentioned above, the Parks and Recreation Department began the park service <br />and playground standardization process this fiscal year with Tom Brown Park.
