What it does is set you up to manage multiple policies as opposed to one <br />uniform policy. I only mention that to say that you can set up what you want, but then <br />you will need to manage each of the scenarios. <br /> <br />I believe that if you do that you will need to include that in a policy statement for the <br />city so that it does not become a situational exemption. If you deal with it as a policy, <br />you don't have to deal with one company complaining about unfair treatment because company <br />A got something they didn't.
