CLAUNCH & MILLER, INC.
Engineering Consultants
May 9, 2007
City of La Porte
2963 23rd Street
LaPorte, Texas 77571
Attention: Mr. Don Pennell
Assistant Director of Public Works
Re: Rehabilitation of Wastewater Lift Station No. 8 and No. 32
City of La Porte, Texas
CMI Job No. 06-114
Dear Mr. Pennell:
On May 1, 2007 the City of La Porte opened bids for the above referenced project. The
low bid was approximately 14% higher per lift station than the cost to construct Lift
Station #9 in 2004. The following are reasons for the construction increase:
1. Pumps and Electronic Controls
During the design phase of the project our electrical engineering sub -
consultant, Shrader Engineering Co., Inc., contacted CMI about the escalating
costs of the lift station electrical controls and pumps. Shrader projected that
the cost for the wiring, all controls, and pumps would be approximately
$88,300 per lift station. This cost is significantly higher than was experienced
in 2004.
2. Traffic Control
The site of Lift Station #32 is located adjacent to Underwood Drive which is a
highly traveled five (5) lane roadway. During the rehabilitation process
Underwood will have one lane closed down to provide access for the
construction and diversion pumping of the lift station. This additional traffic
control added cost to the project.
3. Diversion Pumping
The diversion pumping of the lift stations is more complicated than in the
previous rehabilitation project. These processes have increased the cost of the
rehabilitation of the lift stations.
4635 Southwest Freeway, Suite 1000 • Houston, Texas 77027-7169 • 713-622-9264 • Fax 713-622-9265
