The Committee directed staff to negotiate a contract to prepare a Preliminary Engineering <br />Report (PER) to evaluate all alternatives and recommend a cost-effective solution to the problem. The <br />PER was completed and alternatives were presented to the Committee on February 16, 2010 and <br />March 1, 2010 to select an alternative to recommend to the City Council. The Committee voted to <br />recommend Alternative 5a, including the recommendation to extend the storm sewer north to North <br />Sycamore Street. Klotz and Associates was authorized to provide Final Design and Construction <br />Phase Services for the selected alternative. <br /> <br />Bids were received on September 29, 2010. A total of eight (8) bids were received (bid <br />tabulation attached). Low bid was submitted by Angel Brothers in the amount of $1,797,380. <br />Angel Brothers submitted all required prequalification documentation. Due to the firm's <br />previous prequalification for several similar projects, the Engineer performed only a cursory <br />review of experience qualifications. Required financial statements were reviewed for <br />compliance with minimum bidding capacity. Angel Brothers more than qualifies financially. <br />The Engineer's estimate was $2.5M. The schedule for substantial completion is 180 days, with <br />final completion within 30 days, for a total of 220 days. <br /> <br />It is recommended that the bid be awarded to Angel Brothers Construction in the amount of <br />$1,797,380.
