Bids were opened on May 27, 2010 <br />with nine vendors responding. Lucas Construction, Inc. submitted the low bid meeting specifications, for the <br />project in the amount of$489,939. <br />The original scope of work, and budget for this project was for the pedestrian pathway only. Funding <br />for the original scope was budgeted and is available through the 005 Transportation Fund in the amount of <br />$304,000. During the review process, the project scope was expanded to include lighting along this major <br />corridor tying the Five Points Town Plaza to the Sylvan Beach Park. It will also be a major pedestrian bicycle <br />corridor for schoolchildren, serving three separate campuses. <br />There are surplus funds in unused trail funding for Fairmont Trail project (Project GEN893) to <br />fund the additional lighting costs for this project. There is an unencumbered balance in this account of <br />$493,686 due to the excellent bid we received for this project in December 2009. Staff is requesting <br />authorization by Council for the use of a portion of these funds to provide a base price difference <br />needed for the lighting portion of this project, of$189,686 and $234,933 including contingency. <br />Staff recommends acceptance of the low bid from Lucas Construction, Inc. as low bidder meeting <br />specifications in the amount of $489,939, plus a 10% contingency, for a total of $538,933. The contingency <br />will provide funding for concrete testing services to be provided by Professional Service Industries, <br />Inc. (P.S.I.), a local La Porte testing service an amount not to exceed $6,000.
