<br />k lot z 4~. ass 0 cia t e s <br /> <br />flow to detention storage to lessen the maximum flow and lower the water surface in the channel <br />becomes a potential option to widening of the channel. <br /> <br />Diversion sites of sufficient size in the City that could provide sufficient storage to generally <br />lower water levels in B112-00-00 to the point where flooding and backup of waters into <br />residential areas is not a problem are not available. However, some open lands north of the City <br />boundary not committed to future development are apparently currently available for a diversion <br />pond (see pond site for Project 20 in Figure ES-1). Because of its location, coordination for <br />development of this site would have to be pursued in close cooperation with the adjacent city and <br />other stakeholders. The estimated cost for the channel lining project within the City limits, <br />Project 14, is . approximately $5.5 million, while the estimated cost for diversion pond <br />construction outside of the City limits, Project 20, is $11.3 million. However, the diversion <br />project has potential regional benefits (and does not have the undesirable environmental features <br />of a lined channel) and thus has consequent possibilities for cost sharing with other parties. Thus, <br />before a decision is made as to which option to pursue; discussion needs to be undertaken with <br />the adjacent city as well as other stakeholders such as the Harris County Flood Control District <br />(HCFCD) as to the possibilities of development of the site for a detention pond. <br /> <br />The estimated costs for constructing the various recommended projects (exclusive of sewer <br />system improvement costs) to address current flooding and drainage projects are listed in Table <br />ES-l. The cost elements include land acquisition (assumed to be developed land for channel <br />improvements and undeveloped land for ponds), site preparation, excavation, lining (when used), <br />culvert removal and/or installation (when part of the project), and site stabilization after <br />construction. Because of the nature of home buy-out, buy-out as an alternative to channel <br />improvements or diversion ponds was not specifically evaluated.
