<br />k lot z 4~. ass 0 cia t e s <br /> <br />SECTION 2 <br /> <br />DRAINAGE AND FLOODING CONDITIONS <br /> <br />2.1 Background Information <br /> <br />The City lies entirely within Harris County, Texas, and encompasses approximately 19.7 <br />square miles. It is located on the extreme east side of Harris County on the shores of <br />Galveston Bay (see Exhibit 2-1). The City is bounded by the City of Deer Park on the <br />west, the east-west State Highway 225 on the north, and the community of Shore Acres <br />and properties of the Port of Houston on the south. State Highway 146, extending in a <br />generally north-south direction approximately bisects the City. Key thoroughfares in <br />addition to State Highways 225 and 146 are Fairmont Parkway, Spencer Highway-Main <br />Street, and Broadway (see Exhibit 2-1). <br /> <br />The City has a mixture of residential, industrial and commercial land uses. The area <br />between Fairmont Parkway and Spencer Highway is composed primarily of small <br />residential lots. Areas north of Spencer Highway have not only typical residential <br />medium to small lot developments (with lots commonly in the range of 0.15 to 0.25 <br />acres) but also some large rural lot residential areas (with lot sizes typically in the 3 to 5 <br />acre range). Areas east of SH 146 include residential lot developments, commercial areas, <br />and industrial areas. <br /> <br />2.1.1 Land Use <br /> <br />The City has a wide variety of land use: rural, urban, industrial, and commercial. Exhibit <br />2-2 shows an aerial of the City. The City area lying east of SH 146 and adjacent to <br />Galveston Bay, often referred to as "Old La Porte," is predominately residential and <br />commercial land. The southwest side of the City east of Sens Road is predominately <br />residential.
