<br />k lot z ~~~ ass 0 cia t e s <br /> <br />projects that should be delayed for consideration to some future time when more funds <br />become available or the need for a project can be more adequately justified. <br /> <br />Cost of a project is one consideration in establishing priorities for projects; if two projects <br />accomplish essentially the same result, then the lesser cost project would normally be the <br />preferred project for implementation. However, it is seldom that two projects have <br />sufficiently similar results that would allow such a clear choice to be made. Alternatives <br />are needed to assist in defining project priorities. <br /> <br />The previous discussions in Section 2 looked at drainage improvement needs for various <br />subdivision areas from two perspectives, as summarized in Table 2-4: 1) the estimated <br />flooding severity (as estimated from flooding reports), re-expressed in tenns of flooding <br />problem severity rank (10 being highest level of severity and 1 being the lowest level); <br />and 2) estimated beneficial impact, as estimated by the number of properties judged to be <br />beneficially impacted by proposed drainage improvements. <br /> <br />On the other hand, it is recognized that particular projects which have been proposed are <br />intended to eliminate significant flooding in particular areas; these areas where flooding <br />will be largely eliminated may and generally do cut across portion of different <br />subdivisions. Exhibits 4-4, 4-5, and 4-6 show, for each of the channel improvement or <br />diversion project needed in order to address current drainage and flooding problems, <br />those subdivisions that will, all or in part, be beneficially impacted by a particular project. <br />If prioritization interest were to be focused upon addressing problems in a particular <br />subdivision, these exhibits along with Table 2-4 can be used to identify those projects <br />which should be given a higher level of importance in project prioritization. <br /> <br />A more quantitative basis for establishing a potential prioritization of projects is to count <br />the number of residents (as reflected in the total number of flooding reports) for which <br />flooding would be generally eliminated.
