Preliminary Analysis for F216-00-00 Linear Detention <br />Prepared For: City of La Porte <br />Prepared By: Binkley & Barfield, Inc. Consulting Engineers <br />November 2004 <br />Signed By: John G. Fowler <br />This report is a recommendation from the previous report entitled "Hydraulic Analysis <br />for Little Cedar Bayou Watershed HCFCD Unit F216-00-00". The proposed detention <br />pond can perform one of the following functions. When the detention pond is installed <br />with no other channel improvements, the flows downstream of the pond are reduced <br />sufficiently to provide an expected reduction in the 100-year water surface of up to 0.5' <br />downstream of SH 146. When channel improvements in F216 upstream of Spencer <br />Highway are installed, the added conveyance in the channel will deliver more water <br />downstream much more rapidly, serving to reduce potential flooding problems upstream <br />of Spencer Highway. By installing the proposed detention pond in conjunction with <br />these channel improvements, the increased flow in F216 is fully mitigated, and there are <br />no water surface increases downstream of SH 146. If additional development is allowed <br />in the F216 watershed upstream of SH 146, the proposed pond will mitigate much (but <br />not all) of the increase runoff that may be caused by such development. The models <br />created during the detailed design of the proposed detention pond will be structured to <br />reflect the excepted function of the pond when constructed according to the design plans. <br />
