is higher than the streets connecting to it, this project should be considered low priority and may not <br />impart any immediate benefit until further improvements along Fleetwood are implemented (i.e. lowering <br />the street). The cost for this project would be approximately $30,000 and would use pipe bursting <br />technology. More research is necessary. <br />5) The intersection of Spencer Highway and Valley Brook Dr. appears to be a high point which allows <br />ponding water trying to drain off of Spencer Highway to sheet flow into the Glen Meadows Subdivision <br />and adding to the volume of water already draining from the streets of that subdivision into Big Island <br />` Slough. Since the drainage system associated with Spencer Highway is designed to drain from the street <br />into Big Island Slough, Staff is suggesting to Harris County that an interceptor inlet be added to the <br />system just West of that intersection and along the North curb line at the foot of the bridge going over Big <br />Island Slough. This interceptor inlet would allow water to drain off Spencer Highway directly into the <br />storm sewer and discharge from the box culvert outfall structure as intended. Staff is also coordinating an <br />addition to the outfall structure at Spencer Highway and Big Island Slough to account for additional <br />sheet flow for major rain events. <br />The total estimated costs for these projects range from $110,000 to 165 00 epending on further <br />analysis and design. A Notice of Interest (NOI) is being forwarded in hopes to secure grant funding from <br />the latest disaster declaration. This funding may be used as a reimbursement should Council direct Staff <br />to proceed with design and funding recommendations. <br />The Planning Department, in coordination with the Public Works, Parks and Police Departments is <br />researching surrounding city ordinances to determine the best method, practices and enforcement to <br />control and prevent speeding traffic from flooding homes due to the wakes being created. Results will be <br />presented to the Committee at their December 3, 2007, meeting. <br />Action Required by Council: <br />Direct and guide Staff on how to proceed with the analysis, design and funding recommendations for the <br />short term drainage projects reviewed by the Flooding and Drainage Committee. <br />Approved for City Council A enda <br />Ron Bottoms, City Manager Date <br />
