III. DESCRIPTION OF THE GOVERNMENT <br /> A. Name of Contact Person <br /> The auditor's principal contact with the City will be Michael G. Dolby, <br /> Director of Finance, or a designated representative, who will coordinate <br /> the assistance to be provided by the City to the auditor. Proposers who <br /> want additional information or clarification should submit written requests <br /> to the Purchasing Manager, Susan Cream. Written responses will be <br /> prepared and delivered to all parties receiving this request for proposal. <br /> B. Background Information <br /> The City operates under the Manager /Council form of government as <br /> established by its charter. Moreover, we have one Assistant City Manager <br /> as well as various department and division heads. <br /> The City serves an area of 19 square miles with a population of 33,800 <br /> and has a 2010 -2011 operational budget of $64 million dollars. We have <br /> received the Certificate of Achievement for Excellence in Financial <br /> Reporting from the Government Finance Officers Association for the past <br /> twenty nine years. <br /> The City's fiscal year begins on October 1 and ends on September 30. <br /> The City provides the following services to its citizens: public safety (police <br /> and fire), public works, parks and recreation, water and sewer utilities and <br /> general administrative services. <br /> The City had a total payroll of approximately $29 million covering 456 <br /> employees at September 30, 2011. <br /> The accounting and financial reporting functions of the City are <br /> centralized. <br /> More detailed information on the government and its finances can be <br /> found in the CAFR and Annual Operating Budget which can be obtained <br /> from the city's website at www.laportetx.qov. <br /> 16 <br />
