<br />1 THENCE, south across the right-of-way of Spencer Highway along <br />2 the north projection of the east property line of the San J'c~ci.nto <br />3 College 141 acre tract, to the POINT OF BEGINNING. <br />4 Section 5. A. The authority is hereby vested with, and shall <br />5 have and exercise, all of the rights, powers, priv ileges, author i- <br />6 ties and functions conferred by the general laws of this state appli- <br />7 cable to municipal utility districts, including without limitation <br />8 those conferred by Chapter 54, Title 4, Water Code, with all amend- <br />9 ments and additions theretov but if any provision of such general <br />10 laws shall be in conflict or inconsistent with the provisions of <br />11 this Act, the provisions of this Act shall prevail. All such general <br />12 laws applicable to municipal utility districts not in conflict or <br />13 inconsistent wi th the provisions of this Act are hereby adopted and <br />14 incorporated by reference with the same effect as if incorporated <br />15 in full by this Act. The powers and functions conferred on the <br />16 authority are granted subject to the policy of the state to encourage <br />1 7 the development and use of integrated area-wide waste collection, <br />18 treatment and disposal systems to serve the waste disposal needs <br />19 of the citizens of the state, it being an objective of the policy <br />20 to avoid the economic burden to the people and the impact on the <br />21 quality of the waters in the state which result from the construc- <br />22 tion and operation of numerous small waste collection, treatment <br />23 and disposal facilities to serve an area when an integrated area- <br />24 wide waste collection, treatment and disposal system for the area <br />25 can reasonably be provided. <br />26 B. Not by way of limitation, the authority shall have and is <br />27 hereby expressly granted the following rights, powers, privileges <br /> <br />7 <br />
