<br />1 said deposits to the extent of their face value, when accompanied <br /> <br /> <br />2 by all unmatured coupons appurtenant thereto. <br /> <br /> <br />3 Section 17. The Legislature specifically finds and declares <br /> <br /> <br />4 that the requirements of Article XVI, Section 59 (d), Constitution <br /> <br /> <br />5 of Texas, have been done and accompl ished in due course and time, <br /> <br /> <br />6 and in due order, and that the Legislature has the power and authority <br /> <br /> <br />7 to enact this Act. <br /> <br /> <br />8 Section 18. If any word, phrase, clause, paragraph, sentence, <br /> <br /> <br />9 part, portion or provision of this Act or the application thereof <br /> <br /> <br />10 to any person or circumstance shall be held to be invalid or uncon- <br /> <br />11 stitutional, the remainder of this Act shall nevertheless be valid <br /> <br /> <br />12 and the Legislature hereby declares that this Act would have been <br /> <br /> <br />13 enacted without such invalid or unconstitutional word, phrase, clause, <br /> <br /> <br />14 paragraph, sentence, part, portion or provision. All of the terms <br /> <br />15 and provisions of this Act are to be liberally construed to effectuate <br /> <br /> <br />16 the purposes, powers, rights, functions and authorities herein set <br /> <br />17 forth. <br /> <br /> <br />18 Section 19. The fact that the authority's works and projects <br /> <br /> <br />19 and conservation measures are immediately and urgently needed hereby <br /> <br /> <br />20 establishes and creates an emergency and an imperative public neces- <br /> <br />21 sity requiring the constitutional rule that bills be read on three <br /> <br /> <br />22 several days in each house be suspended, and said rule is hereby <br /> <br />23 suspended, and this Act shall take effect from and after its passage, <br /> <br />24 and it is so enacted. <br /> <br /> <br />25 <br /> <br />26 <br /> <br /> <br />27 <br /> <br />28 <br />
