<br />City of La Porte <br />Interoffice Memorandum <br /> <br /> <br />Date: <br /> <br />All LPEDC Board Members <br /> <br /> <br />GretC~'~D! <br />John Joerns, AC i..) <br />'if <br />January 24, 2008 <br /> <br />To: <br /> <br />From: <br /> <br />Through: <br /> <br />Subject: <br /> <br />Sylvan Beach Shoreline Protection and Beach Nourishment Project <br /> <br />As we discussed at our last Board meeting, the City had recently received notice that <br />the Sylvan Beach Shoreline Protection and Beach Nourishment Grant through the <br />Coastal Erosion Planning and Response Act (CEPRA) had been approved. <br /> <br />In January of 2004 the TIRZ Board discussed the funding of the required matching <br />funds as this type of project was included in the 1999 Project Plan. Subsequent to that <br />meeting, in March of 2004 the City Council approved an ordinance appropriating funds <br />for the possible match to come from the TIRZ. A copy of the original requests and <br />actions are attached for review and update. <br /> <br />Since that time this subject has been discussed by the Board at various meetings and <br />recently the Board expressed an interest in perhaps providing some or all the matching <br />funds necessary if other sources were unavailable. We are currently working on other <br />sources of possible funding for the match aside from the TIRZ funding which involve the <br />County. See attached email from Stephen Barr, which outlines the basic funding, the <br />other possible sources of the match, as well as the funding needed from the City/County <br />in order to proceed with the project. <br /> <br />At this time, if for whatever reason the County funds are not allocated and <br />understanding the limitations of the TIRZ funding, we are requesting that the Board call <br />for a public hearing to be held on March 25 to announce this as a possible project of the <br />Board and if the other funding sources are secured the called public hearing could be <br />cancelled. <br /> <br />However, if it were to become a Board project due to lack of funding from other sources, <br />then we will have begun the 60 day right of objection time clock. Additionally, we would <br />return to the Board for a decision as to whether or not you wished to fund the project as <br />a stand alone LPEDC project and/or enter into an agreement with the TIRZ for <br />repayment at a later date as funds were available. A matrix of estimated project costs <br />and funding indentified and needed is attached for your review. <br /> <br />c: Ron Bottoms, City Manager <br />
