<br />Retail Trade Sector
<br />A review of area retail sales by trade sector reveals that La Porte is not capturing its full share
<br />of resident spending. This finding is consistent with stakeholder input that many residents
<br />drive to surrounding communities to shop - in economic terms the region is "leaking" retail
<br />sales dollars. For example, La Porte taxable retail sales per capita are well below peer
<br />communities. In 2007, La Porte registered $1,850 taxable retail sales per capita compared to
<br />$5,938 for Harris County. This has important implications for La Porte's overall tax base
<br />because the city generates close to half of its revenue from property taxes or industrial
<br />payments. A review of La Porte's total sales tax collections over the past 20 years reveals that
<br />big upticks in collections are closely related an increase irrtbesales tax rate (ex. economic
<br />development sales tax or construction spending by busin~ss~s)1,but not new retail activity.
