• <br />!3- <br />SPECIAL USE REGUTATIONS <br />~ - -- <br />Special uses may be authorized by a special permit grar_ted by the <br />Board of Adjustment in appropriate cases and subject to certain <br />conditions and safeguards as might be required by the Board of <br />Adjjustment. The Board shall fix a reasonable tine for a hearing <br />of the application, give public notice thereof, as *~~ell as due <br />notice to the parties in interest, and decide the same within a <br />.reasonable time. Upon the hearing, any party may appear in person <br />or by agent or by attorney. <br />The purpose of such hearing by the Board shall be to determine tha'c <br />the granting of the special permit will not adversely affect the <br />character and appropriate use of the area or neighborhood in which <br />it is proposed to locate; will not substantially depreciate the <br />value of adjacent and nearby properties for use in accordance with <br />the regulations of the zoning district in which they are located; <br />and will be is keeping with the spirit and intent of this <br />Ordinance; will not adversely affect the implementa:-ion of the <br />Comprehensive Plan; and will not adversely affect traffic, public <br />utilities, public health, gublic safety, amd thr general welfare. <br />• <br />• <br />All applications for special permits shall be submitted with plans, <br />in.auffici~tnt detail to determine the proposed use of the entire <br />premises as well a.s all buildings and structures, to the zoning <br />administrator who shall file and report on the mane to the City <br />Planning Commission and the Board of Adjustment. . <br />1. The Board is hereby authorized to approve any and all additions <br />or structural alterations to special uses after they have <br />qualified and have been approved by the C;..ty Planning Commission. <br />2. Uses for which special permits may be secured, aub~ect to aZl <br />conditions and safeguards prescribed herein or as may be <br />further prescribed by the Board of Adjustment, are as follo:•rs: <br />(a) Airport, landing field or landing strip; provided ade- <br />quate clear zones can be established. <br />(b) Amusement parks, commercial baseball or athletic fields, <br />stadiums, rice trae.ka, circuses, carnivals, and fair <br />grounds; provided such facilities conform to the <br />performance standards relating to noise as se: forth in <br />~~ection ~, Performance Standards. The ill~:mfnation <br />o~_~x facilities shall not exceed two tenths (0.2) <br />'foot-candle across the source property line when adjacent <br />~ ~/~ to a ReEidential District; however, such facilities are <br />permitted the use o° rn illuminated zdverti3i~g sign or <br />~" ~ marquee provided such signs or marquees ors net locoted <br />' ~ within '~wenty-five (25) feet of any Rceidantiel District <br />Boundary and the illumination of such signs or marquees <br />Z <br />
