~. <br />~• <br />• CITY ENGINEER PORTION OF 5/2/85 PLANNING AND ZONING MINUTES <br />City Engineer Speake next briefed the Commission on the proposed <br />Thoroughfare and Safety Plan components of the Comprehensive Plan. <br />Mr. Speake restated the objectives of the Thoroughfare Plan <br />approved by the Steering Committee (found on Page 1-13 of Volume <br />1) and explained how the proposed Thoroughfare Plan satisfies <br />those objectives. Mr. Speake noted the one change to that plan <br />recommended by the staff, which was to upgrade North L street to a <br />secondary arterial instead of North H. Staff believes this to be <br />a better route than that recommended by the Consultants. <br />Mr. Speake stated that the Safety Plan includes provision for <br />emergency shelters as well as evacuation routes. The staff will <br />cover the shelter aspect of that plan the night the staff briefing <br />on the Community Facilities Plan is presented. Mr. Speake <br />explained the evacuation route system and stated that, at present, <br />route capacity allows the city to be evacuated in four or five <br />hours. When the city has matured, that time may triple. Mr. <br />Speake emphasized the importance of city participation in a <br />regional evacuation plan. <br />• <br />• <br />
