Such placenlent creates visual obstruction of oncoming pedestrian and vehicular traffic for motorists ingressing and egressing from a place of business. Portable signs also have a tendency to be blown about in strong winds. Portable signs with electrical connections and components, if improperly maintained, pose a :er•ious public safety hazard. Therefore, portable signs shall conform to the on premise sign regulations set forth in section 10-1000 of this ordinance. because they are not consistant with aesthetic values of tY.•E: .•~ community and because they present unique safety problems.
