Property Controls: <br />a) The property is in single <br />ownership or under the <br />management and supervision of a <br />central authority or otherwise <br />subject to such supervisory lease <br />or ownership control as may be <br />necessary to cazry out the <br />provisions of this Ordinance. <br />b) Prior to the use or occupancy or <br />sale or the execution of contracts <br />for sale of an individual building <br />unit, pazcel, tract, townhouse, <br />apaztment, or common area, a <br />declaration of covenants, <br />conditions and restrictions or an <br />equivalent document has been <br />• filed with the City of La Porte; <br />said filing with the City has been <br />made prior to the filing of said <br />declaration or documents or plans <br />with the recording officers of <br />.
